II. Organizational Context

This position is located in the UNODC Regional Office for the Middle East and North Africa (ROMENA), in Cairo.

The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international organized crime. Established in 1997, UNODC consists of the Drug Programme and the Crime Programme.

The incumbent of this position will perform his/her functions under the direct supervision of the ICT Associate and under the overall guidance of the operation Manager He/she will support the implementation of the UNODC operation with regard to the ICT and assets Management. The ICT Assistant will assist in Implementation of ICT management systems, he/she will install hardware and software packages, support in networks’ administration in office premises and will also assist in assets management.

III. Functions / Key Results Expected Summary of Key Functions:
  1. Provide support to the implementation of ICT strategies and new technologies in accordance with corporate information management and technology standards, guidelines and procedures.
  2. Provide technical support in the functioning of the UNODC /ROMENA hardware and software.
  3. Ensure efficient networks administration.
  4. Provide administrative support regarding ICT issues.
  5. Provide technical support and advice to UNODC/ROMENA staff.
  6. Contribute to knowledge building and knowledge sharing in the UNODC/ROMENA.
  1. Provide support to the implementation of ICT strategies and new technologies in accordance with corporate information management and technology standards, guidelines and procedures:
  • Assist in Providing inputs to the development and implementation of the ICT annual work plan;
  • Provide IT support in the use of Umoja (UNODC/ROMENA of PeopleSoft ERP) functionality for improved business results and improved client services.
  • Provide technical support in the functioning of the UNODC/ROMENA hardware and software.
  • Provide technical support to the installation and maintenance of all communication systems including mobile and satellite phones;
  • Provide technical support to the installation commercial and in-house developed software and related upgrades, anti-virus programmes;
  • Maintain an up-to-date inventory of the software and hardware;
  • Monitor file server traffic, usage, and performance on a regular basis.
Ensure efficient networks administration.
  • Monitor the network connection on a daily basis to ensure stable and responsive network environment;
  • Configure network printers and provide user access as required;
  • Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access;
  • Maintain backup logs; organize off-site storage of backups;
  • Maintain measures for business continuity and disaster recovery processes and procedures including backup and restoration of both server and local storage facilities;
  • Provide technical support to Local Area Network (LAN) management in accordance with UNODC requirements
  • Provide administrative support regarding ICT issues.
  • Maintain ICT inventory and stock of ICT supplies and spare parts in cooperation with the Procurement Unit;
  • Research and retrieval of data from internal and external sources; prepare statistical charts, tables, and reports as required;
  • Provide ICT support to key events. Provide technical support and advice to UNODC/ROMENA Offices staff.
  • Diagnose, evaluate, and prioritize requests for assistance from staff in RO and country offices experiencing problems with hardware, application software, operating systems, networking, and other computer related issues;
  • Set up new email accounts for UNODC/ROMENA staff;
  • Liaise with ICT staff in HQ for support and guidance;
  • Meet all ICT on-boarding requirements for new staff.
  • Contribute to knowledge building and knowledge sharing in the UNODC/ROMENA.
  • Contribute to the organization of trainings for the UNODC/ROMENA staff on ICT issues;
  • Maintain library of reference materials;
  • Synthesize lessons learned and best practices in ICT.

V. Competencies and Critical Success Factors Professionalism: Project administration experience and skills, and general understanding of theories, concepts and approaches relevant to crime prevention and international relations. Knowledge of the operational modalities of UNODC. Good analytical and problem-solving skills, including ability to identify and contribute to the solution of problems/issues; sound judgment and political sensibility.

Communication: Effective communication (spoken, written and presentational) skills. Ability to prepare, consolidate inputs and finalize programmatic reports, project documents and other relevant materials.

Planning and organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently

VI. Recruitment Qualifications Education: Bachelor’s degree in Computer Science, Business Administration or related field; Relevant certification in hardware and software management and application including Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE) or Microsoft Certified Professional (MCP) is an advantage.

Experience: At least (3) years of progressively responsible experience in network administration, support to management of hardware/software platforms, telecommunications facilities, knowledge of Windows-based/applications; Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, ERP; Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported;

Ability to review a variety of data, identify and adjust discrepancies, identify and resolve operational problems; Work Experience in client support, such as, a Help Desk or User Support Unit; Work Experience in gender equality and Women’s empowerment is an advantage Work experience with international organization and /or working with other United Nations Common System is desirable.

Language Requirements: Fluency in English and Arabic is required;

Knowledge of the other UN official working language is an asset.
