This position is located in the Regional Office for Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC) in Cairo, Egypt. The incumbent will work under the direct supervision of the Programme Officer (Counter-Cybercrime Advisor) and under the overall guidance of the UNODC Regional Representative both based in Cairo. The incumbent will also receive substantive guidance from the UNODC Senior Expert on Cybercrime and Emerging Crimes based at UNODC headquarters in Vienna. Section: Responsibilities / Duties
- Participate and assist in carrying out research, monitoring and analysis of trends and patterns related to cybercrime, organized crime, and cyber-enabled terrorism in the Middle East and North African (MENA) region, as well for the preparation of analytical studies and threat assessments on those matters; Assist in assessing implications and developing proposals with respect to key developments and relevant interventions.
- Contribute to the preparation and delivery of training and other technical assistance activities to national counterparts on strategic, tactical and operational cybercrime and digital forensics, as a support to investigations and to the development of national strategies to address these issues.
- Contribute to the development and implementation of regional/country studies, trend and threat assessments on cybercrime, organized crime, and cyber-enabled terrorism and their linkages with governance, security and development issues.
- Research, collect, review and analyse information and reports from UNODC and other UN offices, governmental institutions, inter-governmental and non-governmental organizations (IGOs/NGOs), media reports and other relevant sources.
- Draft a variety of written outputs, including background and working papers, technical reports and studies, briefings, communication and visibility material and presentations, as well as research-based reports to governing and technical bodies; Contribute to the preparation of thematic research studies and reports on cybercrime and digital forensics by either supporting the drafting of parts of the studies or by reviewing drafts of others based on their relevance and quality.
- Participate in field missions; provide substantive inputs to training, workshops and seminars and respond to demands for information on specific topics and participate in dissemination and briefing activities on relevant topics.
- Contribute to the development and maintaining of partnerships with governmental and other institutions; liaise with other international organizations and research institutions to develop synergies and collaborative arrangements in the areas of cybercrime and digital forensics.
- Assist in the development and expansion of international support to UNODC activities on cybercrime and digital forensics in the MENA region, particularly with a view to receive additional funding.
- Assist in Coordinating and guiding the work of project staff and national/international consultants/experts.
- Assist in procurement matters, including in the conducting of needs assessment missions and setting benchmarks, preparing technical specifications and evaluation criteria, and monitoring the use of procured items.
- Assist in project management activities including project and budget revisions, reporting and monitoring, and negotiations with external counterparts.
- Assist in coordination with relevant Headquarters’ substantive Sections and Units for advice and input for project implementation, as needed.
- Assist in ensuring regular communication with all project donors, and ensure that reporting obligations and other obligations towards the donors are fulfilled in a timely manner.

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, engineering, law, criminology, criminal justice, social sciences, international relations, police studies or related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
A minimum of two years of professional and practical experience in government, public or private sector in project management and administration or related areas or the successful completion of the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.
Experience in the implementation, management, and monitoring of technical assistance projects is required. Working experience in areas related to cybercrime is desirable.
Experience with the United Nations system or similar international organization and with their policies, guidelines and procedures is desirable. Relevant experience in international cooperation outside one’s own country is desirable. Working experience in the Arab region is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in both English and French is required. Fluency in Arabic is desirable. Knowledge of other United Nations official languages is an advantage.
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
