Section: Introduction

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Under the Women, Peace, and Security and Humanitarian Assistance Portfolio, UN Women Regional Office for Arab States (ROAS) is implementing a number of flagship regional programmes, including
  1. Women, Peace, and Security in the Arab States- Phase II” (2019-2021), with the overall objective of enabling the implementation of women, peace, and security commitments through policy change and community-level action.
  2. Women’s Leadership, Empowerment, Access and Protection (LEAP) – Egypt, Iraq, Jordan, and Regional Component, with the objective of enhancing women’s access to economic/ livelihood opportunities through employment creation, including by supporting access to financial services, business development, and direct cash as well as provide protection referrals, awareness-raising on rights and gender-based violence, and psycho-social support.
Within the framework of these programmes, the regional office has a close working relationship with the League of Arab States- Department of Women, Family, and Childhood (LAS- WFCD) and the Arab Women Organization (AWO) on a variety of areas, including implementing the regional agenda of women, peace and security and subsequent work. Objective of the Assignment: The overall objective of the assignment is to coordinate the partnership of UN Women with LAS-WFCD, and AWO to support in the implementation of the joint work plans, ensure timely submissions of reports, and execution of activities according to the work plans.

Section: Responsibilities / Duties

Under the direct supervision of the Regional Advisor on Women, Peace, Security, and Humanitarian Action at UN Women, the Programme Support Expert responsibilities will be:
  • Provide technical inputs to the work plans and budgets under the joint partner agreements with LAS-WFCD and AWO.
  • Monitor the progress of the implementation of activities and finances using results-based management tools.
  • Review, coordinate, and monitor the submission of LAS-WFCD and AWO as responsible partners quarterly financial and narrative reports.
  • Provide technical assistance and capacity development to the project partners, as necessary.
  • Provide substantive inputs to the preparation of donor and UN Women reports.
  • Support in organizing conferences, workshops, and meetings as requested.
  • Maintain and organize up to date hard and electronic files for easy access and retrieval. Ensure the safekeeping of confidential materials.
  • Organize and coordinate the filing of correspondence/documents and ensure up-to-date filing. Maintain both hard copies and electronic copies of records and reference files on various subjects.
  • Prepare presentation material/slides in Power-point for presentations of UN Women for the meetings/workshops and keep all papers ready for meetings.
  • Support in drafting correspondence in English or Arabic, and some translation as required.
  • Any other programme support tasks as requested by the supervisors.

  • Familiar with the Arab Region, and the Arab League and Arab Women Organization in particular.
  • Sound knowledge of inter-governmental processes.
  • Proven ability to write programme reports, familiarity with FACE forms, and M&E.
  • Ability to organize workshops and conferences, draft speaking points, minutes and progress reports.
  • Ability to multi-task.
  • Knowledge of the GEWE and WPS agenda in the region an asset.

Section: Requirements: Education / Experience / Languages / other requirements:

Education:
  • Master’s degree or equivalent in international affairs, law, human rights, gender/women’s studies or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.
Experience:
  • Minimum 5 years of progressively responsible experience working on women, peace and security, human rights, and/or gender equality and women’s empowerment issues, including at the international level, or related fields;
  • Demonstrated technical experience in the area of Women, Peace and Security required.
  • Experience coordinating and liaising with government agencies and/or donors required.
  • Experience coordinating and technically supporting donor, non-governmental, and UN coordination mechanisms at the technical level is an asset.
Language Requirements:
  • Fluency in English and Arabic are required
  • Knowledge of other UN official languages is an asset.
Evaluation Criteria: Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation. Criteria Weight Technical: 70% (70 points)
  • Education: 20 points
  • Professional relevant experience: 40 points
  • Language proficiency in English and Arabic: 10 points
Financial: Lowest Financial Proposal: 30% (30 points) The points for the Financial Proposal will be allocated as per the following formula:
  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • ‘Lowest Bid Offered’ refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
