Section: Introduction

Background   Coronavirus disease (COVID-19) is the first pandemic in human history during which innovative digital technologies and social media are being used on unprecedented scales to keep people connected, safe, and productive while being physically and socially apart. Numerous examples have shown how innovations, such as telemedicine, phone applications and private sector partnership, have been critical for achieving health outcomes in the countries of the Eastern Mediterranean Region (EMR).  They are also an integral part of the culture of UN agencies and signatories to the Global Action Plan for healthy lives and well-being (GAP). In such large and complex agencies, it is important that creativity and innovation flow freely, connecting and energizing everyone. The first step in promoting innovations, and the aim of this project jointly coordinated by WHO, with support of UNAIDS, UNDP, UNESCO, UNFPA, ITU is to map health innovations used for COVID-19 response in the region. Outcomes of such survey would be used to share experiences, best practices and learn from each other for the well-being of people residing in the EMR. The objectives of the consultancy are to:  
  • To review / refine the concept note and data collection tool for a mapping of health innovations related to COVID-19 based on a rapid review of available information
  • To liaise with GAP-Accelerator 6 partners for building a database of potential respondents
  • To coordinate data collection, including wide dissemination and close follow-up
  • To prepare a draft report summarizing results of the survey including examples of best practices in response to the COVID-19 pandemic, supportive of the 9 pillars of the COVID19 health response, 7 Accelerators of the GAP and/or the Health First Pillar of the UN Socio-economic framework
  • To prepare draft advocacy material in support of EMR health innovations, to be shared with communities, policy makers, to aid in COVID-19 response and beyond

  • Coordinating data collection for the survey, including wide dissemination and close follow-up with respondents, in collaboration with partners
  • Identify best practices and coordinate their development into at least 2 – 3 case studies
  • Write up of the draft report
  Output 3:
  • Draft advocacy material in support of EMR innovation, to be shared with communities, policy makers, to aid in COVID-19 response and beyond
  Deliverable 2.1:
  • Reviewing advocacy material produced by GAP – Accelerator partners
  • Write up of the draft advocacy material for health innovation in the EMR

Section: Responsibilities / Duties

Purpose of the consultancy

The purpose of this consultancy is to support the mapping of health innovations survey. The expected outcomes of the survey are:

  • A collective report of the mapping of health innovations with examples of best practices or case studies in response to the COVID-19 pandemic in countries of the EMR, which are supportive of health systems strengthening as part of the SDGs.
  • Advocacy material to be shared with communities, policy makers, to aid in COVID-19 response and beyond

Section: Requirements: Education / Experience / Languages / other requirements:

Required Qualifications   Education: Degrees / Certificates
  • Master’s degree in Medicine or Public Health or Health Informatics; PhD level is an asset.
    Experience:   At least 7 years’ experience in health sciences, preferably in innovation / digital health.     Skills / Technical knowledge  
  • Health survey planning, implementation, report-writing
  • Health advocacy material planning and production
     Language Perfect English Language

Location   Remotely. No travel requirement, at this stage.   Travel (If travel is involved, a medical certificate of fitness for work will be required.)   All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.   Remuneration and budget (travel costs excluded) Remuneration: Professional consultant (P4 level)   Additional Information section
