Monitoring and Evaluation Officer
Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.In order to support the best informed process in the filling of the above-mentioned vacancy by direct selection, the ILO invites interested candidates to submit their application online by the above date.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Section: Responsibilities / Duties
1. Introduction: The ILO seeks to recruit a national Monitoring and Evaluation (M&E) Officer at NOA level for the decentralized development cooperation programme, Egypt Youth Employment (EYE): Jobs and Private Sector Development in Rural Egypt. The position will be located in the ILO Decent Work Team for North Africa and ILO Country Office for Egypt and Eritrea in Cairo (ILO DWT/CO Cairo).
The programme EYE aims, among others, to promote decent private-sector employment in rural Egypt through increased opportunities for employment within large enterprises and also within rural MSMEs along value chains of highest employability and growth potentials. The programme is intended to capitalize on ILO’s expertise and experience in the promotion of decent employment in the rural economy and to build on past rural-focused initiatives implemented in Egypt and other countries. Egypt’s Youth Employment Programme (EYE) will first ensure that current demand for labour is fulfilled more effectively. The EYE programme will also work to support youth to succeed in business training programmes and will support their scaling up for youth to be able to make use of available financing opportunities. Several projects have been mobilised under the EYE programme: EYE: Working together in Qalyoubia and Menoufia ; and EYE: Jobs and Private Sector Development in Rural Egypt”. The projects adopt a two-pronged strategy combining 1) the direct support component, reflected in carefully-designed value-chain-development interventions in selected economic (sub)-sectors, with 2) an institutional and capacity development element, embodied in several training and skills development initiatives, using ILO well-renowned enterprise and entrepreneurship tools, that will further enable and reinforce the value-chain interventions to realize their objectives. – employment opportunities
The project is based on three main approaches: i) Promoting sustainable enterprises; ii) Creating more and better jobs for inclusive growth and improved youth employment prospects; and iii) Promoting decent work in the rural economy.
Under the overall guidance and supervision of the Director of ILO Cairo Office, and direct supervision of the Project Manager, the Monitoring and Evaluation (M&E) Officer will contribute to the implementation of the project in the areas of his/her competence. The M&E officer will be responsible for designing and implementing the M&E activities of the EYE Projects. He/she will work closely with the members of the project team for the monitoring and ensuring high quality and timely inputs, ensuring that the project maintains its strategic vision, and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. The work is carried out within the policies, rules and regulations of the ILO.
- Ensure data quality and validation of the overall projects’ M&E system and oversee all aspects of the performance measurement support for the project.
- Create and implement a Comprehensive Monitoring and Evaluation Strategy (CMEP) including a framework and tools for the monitoring, performance tracking and evaluation of projects activities, and a data quality assurance processes to ensure the timeliness of data entry and analysis, ensuring harmonized data collection systems.
- Review the performance of existing data collection and management information systems and recommend further improvement of the logical frameworks particularly in the areas of performance indicators and their measurement.
- Support the Project Management in implementing the key project performance indicators (PI) as well as monitoring them throughout the duration of the projects.
- Collect data on a regular basis to measure achievement against the performance indicators, check data quality with partners, maintain and administer the M&E database, analyse and aggregate findings.
- Analyse changes and patterns in projects’performance indicators in order to support project team.
- Support the Project Management in reviewing key project documents including logical framework and theory of change,
- Provide all required support during mid –term and final evaluations of the EYE projects.
- Support the project team to ensure that donor, partners’ queries are addressed in an accurate and timely manner.
- Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
- Prepare and deliver capacity building for project staff, stakeholders and project partners on M&E of activities
- Undertake regular visits to the fields to support implementation of monitoring and evaluation, check the quality of data produced, and to identify where adaptations might be needed. Monitor the follow up of evaluation recommendations with Projects’ Team.
- Ensure gender is mainstreamed as a cross-cutting issue in project implementation of activities and monitoring and evaluation.
- Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts.
- Prepare and support the project team in producing consolidated progress reports as well as monitoring and evaluation forms and reports for the Project Management including identification of problems, causes of potential bottlenecks in implementation, and providing specific recommendations; and ensure timely submission in accordance with approved reporting formats
Section: Requirements: Education / Experience / Languages / other requirements:
At least three to four years of professional experience at the national level in the design and implementation of M&E in development projects implemented by national/international NGOs/UN bodies/ Government.
Excellent written and verbal command of English and good knowledge of Arabic language. Proving experience of drafting research reports and making presentations effectively in both languages
- Experience with quantitative, qualitative research methodologies. Capacity to produce high-quality briefs and reports in both Arabic and English.
- Experience in a non-governmental organization or in the United Nations (desirable).
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans
- Experience in planning and managing surveys.
- Experience developing and refining data collection tools.
- Expertise in analysing data using statistical software.
- Proficient in information technology Microsoft Word, PowerPoint, Excel, web browsers, use of database applications…
