UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women supports the nationally- led Women’s Citizenship Initiative that focuses on increasing women’s public participation and enhancing women’s economic status. The Initiative relies on the following instruments: a Communications and Public Awareness Information Strategy to include the development of Public Service Announcements (PSAs) explaining the importance of registering to obtain ID cards; the issuance of a total of 2 million ID cards for women in rural and remote areas, and the provision of technical support to the government’s outreach to women through the Mobile Registrar Units; as well as economic empowerment measures.

The lead national partner is the National Council for Women (NCW) and the implementation approach relies on working with and through communities in a participatory and consultative manner to raise the agency of marginalized groups and to promote community development processes to the benefit of both women and men.

The Women’s Citizenship Initiative started in 2012, the total number of issued ID cards until March 2015 is 162,148 ID cards with UN Women Core Resources, EU, UNDP, USAID, Spain and Austria. The EU funding will cover the outreach and issuance of ID cards to 190,000 beneficiaries.

Under the overall guidance of the Programme Manager of the Women’s Political Empowerment Unit, the Project Support Assistant supports the day to day implementation of the Women’s Citizenship Initiative programme in partnership with the National Council for Women of Egypt.

Duties and Responsibilities
Summary of Key Functions:

  1. Effective monitoring of the implementation of the Women Citizenship Initiative.
  2. Highlight any bottlenecks that are hindering the implementation on the ground.
  3. Successful preparation, and participation at meetings, with key stakeholders, including updated figures of the targeted ID cards.
  4. Participation in related engagement activities as required.
  5. Any other duties requested relevant to the Women’s Citizenship Initiative.


Monthly report highlighting progress in implementation, achievements, and challenges that need to be addressed

The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment.

Payments will be made based on the agreed upon daily rate of professional fees and released upon submission of a detailed timesheet and certificate of payment indicating outputs/deliverables achieved and days worked to be verified and cleared for payment by the supervisor.

Required Skills and Experience

  • BA in Law, Political Science, Public Policy, or International Development.


  • 1 year of relevant experience in support of implementation of gender projects. Experience with UN agencies is an asset.

Computer skills:

  • Proficient computer skills, specifically with Microsoft Office tools, as well as planning, monitoring, and cooperation online tools and portals;

Language Requirenments:

  • Fluency in English, excellent spoken and written skills.
