The Office of the High Commissioner for Refugees (UNHCR) was established in 1950 by the United Nations General Assembly. The agency is mandated to provide protection, assistance and seek durable solutions for refugees and stateless persons. UNHCR has also been involved under certain circumstances in enhancing protection and providing humanitarian assistance to internally displaced persons.
Egypt is a signatory State to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol, as well as the 1969 OAU Convention Governing Specific Aspects of Refugee Problems in Africa. In accordance with the Memorandum of Understanding of 1954 concluded between UNHCR and the Government of Egypt, all activities pertaining to registration, documentation and refugee status determination are carried out by UNHCR. UNHCR in Egypt has Offices in Greater Cairo (6th October City and Zamalek district) as well as a Field Office in Alexandria.

Duties and Responsibilities

Description of tasks:

Under the direct supervision of Associate Resettlement Officer and the overall supervision of the Resettlement Officer, the UN Volunteer will undertake the following tasks:

  1. On a rotational basis, coordinate the daily interview schedule for the caseworkers interviewing Syrian cases, ensure that interpretation needs and other logistical constraints are taken into account.
  2. Ensure that UNHCR database is properly updated for individual cases with resettlement decisions, sub-missions, withdrawals, re-submissions and departures and produce regular statistical reports.
  3. Provide individual counselling to refugees when requested.
  4. Conduct phone screening interviews for Syrian cases to assess suitability for resettlement processing based on particular needs.
  5. Verify and update resettlement information contained in the UNHCR database and physical files.
  6. Manage the filing room and monitor movements of physical files within the unit.
  7. Undertake quality checks on resettlement cases from the pre-assessment to post-submission stages and ensure the UNHCR database (proGres) accurately reflects the current status of all cases in the resettlement process.
  8. Assist with producing quarterly statistics on resettlement activities and cross-checking with statistics received from the Regional Office to ensure consistency and accuracy.
  9. Diligently follow-up on individual cases stagnant in the resettlement pipeline owing to pending assess-ments by other functional unit focal points and external partners in order to obtain the necessary reports in a timely manner and move the cases through the resettlement stream as appropriate.
  10. Assist with organizing logistical support for resettlement countries undertaking selection missions.
  11. Ensure that all Resettlement-related work performed fully complies with the established & most current Standard Operating Procedures (SOPs), including those related to accurate case processing, physical and electronic filing systems, UNHCR database updates, anti-fraud guidelines & other relevant SOPs.
  12. Travel on mission to UNHCR Field Office in Alexandria, if required.
  13. Cover other colleagues’ duties in their absence based on pre-agreement following necessary consulta-tions.
  14. Perform any other relevant duties and tasks as assigned by the supervisor.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark Inter-national Volunteer Day).
  •  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

  • UNHCR’s resettlement policies and standards, including anti-fraud safeguards, are correctly and coher-ently applied.
  • Persons of concern (POCs) are made aware of UNHCR’s resettlement procedures and have fair and transparent access to and participation in the resettlement process.
  • Records and files of individual cases are updated in a systematic and timely manner.
  • Resettlement statistics are accurate and adequately reflect UNHCR Egypt’s resettlement outputs and achievements.
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities devel-oped.
  • Specific knowledge of country conditions for refugees in Egypt is desirable.
  • Knowledge of relevant UNHCR policies and guidelines is desirable.
Required Skills and Experience
  • University degree (Bachelors) in Law, International Law, Political Science, Social Science, or a related field.
  • One year experience in refugee-related work with specific knowledge of country conditions for refugees in Egypt is desirable.
  • Knowledge of relevant UNHCR policies and guidelines is desirable.
  • Fluency both in oral and written English is Arabic required.
